With whom one should folder complain against Insurance co.if they do not provide licence inspite of clearing exa

I have cleared IRDA exam for insurance advisor within Aug,07 but till the date co has not provided me Licence. what to do and whom to approach if co . is not cooperative inspite os numerous reminders.
