Seriously, I feel lucky that one of my p/t employers offer even this - a limited benefit plan through CIGNA. Many complain that it doesn't cover enough, but... but... but... some coverage is better than no coverage, eh?
I would put my money in the private sector. At least you mode of know what you'll get. I wouldn't bank on the Government. There you NEVER know what you'll seize.
Cigna is pretty good. I had them a few years wager on and I managed to get final in benefits every penny I paid contained by for premiums.
