Florida Health Insurance Dropping Coverage?

My parents are retired in Florida. Their condition insurance carrier is pulling out of Florida and non-renewing coverage. My father have cancer and is not yet eligable for Meidcare. Is the shipper obligated to find them new coverage. Is coverage next to a new owner going to exclude pre-existing conditions like cancer? Is near anywhere my parents can turn for help?
