My guess is that this is a changeability of The Nigerian Scam. You will be asked to put up a 'small' amount of money in order to own the gigantic amount transferred into your account.
For what it is worth, the people who do this are usually not prosecuted. The money you put up go into the nation of the schemer. It is one of the larger sources of income in Nigeria.
