You are NOT required to charge a fee, but the license & bond cost money, so it makes sense that you have to recoup your costs.
And if you don't want to pay someone for their costs, come clean my house for free.

No you do not but registration does cost,Example a church choses one of their people too be the ministries notary,The church contribution can pay
for that registration and then their notary doesn't charge the people of that
church,but what she or he charges on their own is their buisness..Nice tax
