They are usually what is called a best rating. Best is an insurance industry standard (they also do a magazine) that is how insurance companies are rated (service, fairness, etc...)

Another rating service is Standard & Poor...you can typically find basic ratings on their websites.
Ratings of car insurance companies are the financial strength ratings issued by companies that analyze the financial strength of insurance companies.
These companies include A.M. Best, Moody's and Standard & Poor's. They each have their own set of guidelines on how they analyze the financial strength of an insurer.
The better the financial rating of the insurance company, they more financially secure they are - and in theory, the better they are able to meet their financial requirements, such as, paying their claims to their insured's.
Basically, the better the rating, the better the chance the company won't go into default or bankruptcy. That means, they should be around if and when you need them to handle a claim and pay you for you claim.
It's a good idea to choose an insurance company with an A.M. best rating of "A" Excellent or better.
