I would suggest Progressive. The company started out years ago specializing in "sub-standard" drivers and they probably have more experience than anyone out there.

Try Progressive. They give pretty good rates even for those with a bad driving record.

I think this is going to depend a lot on the state you are in, but our company uses Progressive for the high risk accounts.
