Are per diem employees of the Department of Veterans Affairs eligible for group health insurance?

Probably not. Independent contractors are paid better for their work but the trade off is that you don't get the same fringe benefits given to full time permanent employees.

But since this is the Federal Government we're talking about. Nothing would surprise me in terms of giving out better benefits that what is necessary.
