It would be considered supplemental insurance. I'm not sure how good it is or what it take to qualify, but it does exist.

The purpose of insurance is to spread the costs out to a bunch of society so everyone pays a little, and a few citizens get profoundly out in claims.
For infertility, solitary people who plan on putting surrounded by claims, would ever buy the coverage.
