If you are insured fully comprehensive you should be capable of claim under your own policy. You may loss your no claims bonus and own to pay an excess. If you are insured Third bash fire and theft you could try claiming against the council, but you might be on a hiding to nought as you will have to prove they are properly liable. It may be worth talking to a solicitor, depending on the amount of impairment to your car
IF YOUR CAR IS DAMAGED CONTACT YOUR INSURANCE COMPANY FIRST.
the loop may have be an act of god but if you consistency the bollard wasn't properly secured then it's negligence on the councils module.
take photos of the bollard where on earth it was supposed to be and of your saloon and get within touch with your council.
it shouldn't be up to your insurers it should be on the councils public liability insurance.
