A 'Driving Without Insurance' ticket is not a comment on your driving skills, it is a comment on your skills (or lack thereof) as a responsible adult. There isn't a driving school on the planet that is going to teach you responsibility. Besides, what would the ticket be reduced to?

No, that's not a moving violation so to speak. It IS surchargable, though, in most states.
