As long as you're with the sole purpose using it on YOUR house or lot, you aren't traveling on public roadways or public parks, or someone else's property, you don't need to license it. Just approaching cars. You don't need a license or insurance or plates to drive your own coup¨¦ (or dirt bike) on your own property. Only once you hit a public road, or someone else's property.
If it needs to be registered, it wants to be insured. You can't get a plate for it in need insurance. Use that as your guide.
I suppose that it would mostly depend on the state that you are in. However, unanimously speaking, if you are not going to be using it on public roads, insurance will not be needed.
However, since it is still a motorized vehicle, you still will have to hold up with registration beside the DMV. Even farm equipment are adjectives registered, so just be sure that's okay.
