No such thing as "the best" insurance. Your requests are different from my needs and and so the plans that suit me may not work for you.
If you're purchasing the insurance yourself, see about Healthy NY. It's one and the same plans that employers proposition, but New York state subsidizes the cost, instead of the employer, so you're paying a bit less than if you did it on your own.
