Answers:    Did your husbands subs work for different contractors or your husband exclusively? This is where on earth most contractors get into trouble. If they worked for different culture, they were truly subs, if they worked lone for your husband, they are employees. Sorry. We have a big contractor get contained by trouble in my nouns for the same entry. He got contained by huge trouble with the state, have to pay huge fines & almost get shut down. Luckily, he paid past its sell-by date the fines quickly & be able to stay within business, much smaller but all legitimate as far as I know.
If one of your subs got hurt on the assignment you would have be responsible for his medicals & lost wages if he fell lower than the definition of an employee, even though he be called a sub.
The wc coverage would hold applied & they would have be expected to pay, as a result, he owes the premiums. With a $15,000 work comp premium, he must have have a huge payroll or does hazardous construction work, like roofing.
Also, you are not purchasing a permit, you are purchasing coverage. Believe me, $15,000 is cheap compared to what could have be paid if someone fell stale staging & broke their back.
Also, if his subs take their own workers comp, some states allow them to exclude themselves and if they are excluded, the policy is worthless.

If you operate a business and have personnel, you are required to carry WC insurance. Sounds resembling he failed to do so or substandard to accurately disclose information.
